Abstract

INDONESIA Kajian ini mempertegas peran dan fungsi Penyuluh Agama Islam sebagai informator, edukator, advokat dan konselor masyarakat. Penelitian ini menggunakan metode studi literatur dan studi lapangan. Proses pengumpulan data dilakukan dengan teknik wawancara yang dilakukan pada sembilan orang Penyuluh Agama Islam di kota Mataram. Peran dan fungsi Penyuluh Agama Islam di Kota Mataram sebagai Fungsi ganda yaitu Fungsional sebagai pegawai negeri dengan menjalankan rutinitas Penyuluh Agama Islam yang bersifat konvensional, berbasis laporan kinerja, serta angka kredit penyuluh yang kedua berfungsi sebagai komponen masyarakat, tokoh agama non-formal yang melalukan aktivitas keagamaan di mejelis pengajian yang diasuhnya. Secara de facto, Penyuluh Agama Islam sejauh ini masih dihadapkan pada sejumlah problem seperti: budaya kerja lemah, pengetahuan dan kesadaran terhadap tugas dan misi institusi masih kurang, sikap amanah dan saling percaya (trust) lemah, budaya pamrih berlebihan, pelaksanaan orientasi pencapaian hasil masih rendah, kurangnya perhatian pada kepuasan jama’ah sasaran/binaan dan minat untuk meningkatkan SDM Penyuluh melalui studi lanjut, tetapi belum diikuti kebijakan pemerintah untuk memberikan beasiswa. Upaya strategis untuk memperkuat tugas dan fungsi Penyuluh Agama dengan menggunakan pendekatan sosio kultural, psikologis, psycho religio dan politis. Realitas ini membuktikan bahwa peran Penyuluh agama Islam sangat strategis sehingga perlu ada affirmative action pemerintah dalam hal ini Kanwil kementerian agama untuk memberikan peran dan support yang progresif kepada Penyuluh Agama Islam. ENGLISH This study emphasizes the role and function of Islamic Religious Counselors as informer, educator, advocates and community counselors. This research uses literature study and field study methods. The process of data collection was carried out by interviewing nine Islamic Instructors in the city of Mataram. The role and function of the Islamic Religious Counselor in the city of Mataram as a dual function, namely functional as a civil servant by carrying out conventional Islamic Instructors routines, based on performance reports, as well as the credit score of the second extension function asa community component, non-formal religious leaders who carry out activity’s religion in the recitation council he cares for. De facto, so far Islamic Religious Counselors are still faced with a number of problems, such as: weak work culture, lack of knowledge and awareness of the duties and missions of the institution, weak attitude of trust and mutual trust, excessive self-serving culture implementation of the orientation towards achieving results. Low, lack of attention to the satisfaction of target/guided congregations and interest in improving the human resources of extension workers through further studies, but the government’s policy to provide scholarships has not been followed. Strategic efforts to strengthen the duties and functions of religiouscounselors by using socio-cultural psychological, psycho-religious and political approaches. This reality proves that the role of Islamic religious instructors is very strategic so that there needs to be an affirmative action by the government in this case the Regional Office of the Ministry of Religion to provide progressive roles and support to Islamic Religious Counselors
